Brad Buxton is the divisional senior vice president, health care management of Blue Cross Blue Shield of Illinois, a division of HealthCare Service Corporation with Blue Cross and Blue Shield Plans in Illinois, Texas, New Mexico and Oklahoma. His responsibilities include network management/contracting (including HMOIllinois), medical management/policy, quality management, and provider operations. Buxton previously served at Blue Cross Blue Shield of Illinois from 1984-1992 as vice president of health care services. In 1992 he became senior vice president of health care management at Community Mutual Blue Cross and Blue Shield which later became Anthem. While at Anthem he was responsible for health care management, national accounts and the building of Anthem’s PBM. Previous to Buxton’s Anthem and Health Care Service experience, he held positions at the Illinois Hospital Association, the American Hospital Association and Women and Infants Hospital in Rhode Island. Buxton also serves on the following boards: the Chicago Division of the American Cancer Society, the Advisory Board of the Xavier School of Health Services Administration, Chicago Area Central Committee and RealMed, a provider connectivity company. Buxton attained his undergraduate degree from Brown University in 1975 and his master's in public health and hospital administration from Yale University in 1978. He lives in Northfield, Ill., with his wife, Anne, and four children. |

Richard L. Clarke , DHA, FHFMA |
Dr. Richard Clarke is president and chief executive officer of the Healthcare Financial Management Association (HFMA), Westchester, Ill., a professional membership association with more than 33,000 members in 70 chapters who share an interest in the financial management of the delivery of health care services. He has held this position since June 1986.
From 1980 to 1986, Clarke held positions with Swedish Health Systems in Englewood, Colo., including senior vice president of finance and chief financial officer. Prior to 1980, he was employed at hospitals in Florida. Clarke holds a bachelor's degree in industrial distribution from Bradley University in Peoria, Ill. (1970), a master's degree in business administration in management/finance from the University of Miami in Coral Gables, Fla. (1972), and a doctorate of health administration (DHA) degree from the Medical University of South Carolina in Charleston, S.C. (2005). Clarke attained Fellowship in HFMA in 1983. He also was president of the Colorado Chapter of HFMA, served on the HFMA National Matrix, and was a member of HFMA's Principles and Practices Board. From 1997 to 2000, Clarke served as a commissioner of the Accrediting Commission on Education in Health Services Administration (ACEHSA) and currently serves as chairman of the board for the Commission on Accreditation of Healthcare Management Education (formerly ACEHSA). He is also a former chairman of AHA Financial Solutions, Inc. (a wholly owned subsidiary of the American Hospital Association). In 2003 he was appointed to the Federal Reserve Bank of Chicago ’s Seventh District Advisory Council. Clarke writes a monthly column in HFMA’s magazine, Healthcare Financial Management, and has written numerous articles on healthcare finance in HFM and other magazines and journals. He co-authored the books, Capitalizing Medical Groups: Positioning Physicians for the Future, published jointly by HFMA, MGMA, and McGraw-Hill in 1998; The Crisis in Health Care: Costs, Choices and Strategies, published by Jossey-Bass in 1990, and Beyond Managed Care: How Consumers and Technology are Changing the Future of Health Care published by Jossey-Bass Inc. in the summer of 2000. |

Allan P. DeKaye , MBA, FHFMA |
Allan P. DeKaye, MBA, FHFMA, has over 30 years of experience in the health care field. He is president and CEO of DeKaye Consulting, Inc., a national firm specializing in accounts receivables management and medical records coding. Mr. DeKaye has an MBA in Healthcare Administration from Baruch College of the City University of New York. He has taught at the graduate level, and currently serves on the editorial advisory boards of several industry publications. He is a fellow in HFMA, and has received several of their merit awards, including its medal of honor. He also holds membership in the American Collectors International organization.
DeKaye is a recognized industry leader in revenue cycle management. He is author of the well-respected text The Patient Accounts Management Handbook. He is also the creator of PFS Power Rankings(sm), a national benchmarking system for hospital patient financial services (PFS) departments. Mr. DeKaye's Emphasis on Education(sm) and related programs have been attended by over 5,000 participants. His firm hosts the PAMLIST (Patient Accounts Management Listserve), an Internet discussion group on revenue cycle issues. His firm also maintains strategic alliances with data, decision support and technology companies. |

Tupper Hillard |
Tupper Hillard joined the Washington Office of The Segal Company in December 2001 as vice president, Eastern Region Communications.
He is responsible for development, design, and implementation of communications strategies and initiatives for Segal clients in Boston, Hartford, New York, Washington, DC, Atlanta, New Orleans, Houston, Chicago, Phoenix, San Francisco, and Los Angeles. These responsibilities include all aspects of employee and management communications surrounding compensation, benefits and health care, as well as strategic planning and execution that helps clients achieve their business goals and objectives through effective communications. Mr. Hillard also closely coordinates the involvement of Segal’s team of communications professionals with the firm’s other national company marketing activities and representation. Before joining Segal, Hillard served as the communications practice leader for Hewitt Associates in The Woodlands, TX. His responsibilities were focused around benefits outsourcing, plan development and administration. He also served as Hewitt’s global communications leader for corporate restructuring and change (M&A), and was directly involved in transactions such as Chevron-Texaco, United-US Airways, Multipurpose Bank and Sabre-GetThere.com mergers in San Ramon, Chicago, Kuala Lumpur and Dallas. Hillard graduated from West Point in 1975. He also has a master of science in systems management from the University of Southern California and a master of arts in English literature from the University of North Carolina at Chapel Hill. |

Chris Mathews |
Chris Mathews joined The Segal Company in 2002 as the Washington , DC Office health practice leader. Just prior to joining Segal, he served as the Atlantic area client service and client delivery leader for another major national consulting firm. Organizations for whom he has provided consulting advice include: Amtrak, Imation, Digex, Department of Energy, Dominion Resources, Inc., Constellation Energy Group, Miami Valley Hospital, US Airways and others. Mathews has served on the faculty of the International Foundation of Employee Benefit Plans since 1986 and has lectured on Future Trends in Benefits at American University’s school of business. He is a frequent speaker nationally on subjects related to benefits design, managed care and employee benefit administration outsourcing and has been quoted in the Baltimore Sun, Business Insurance, The Washington Post and in several trade journals. Mathews has an MBA and a bachelor of arts degree in economics from the University of Utah . |

Greg Morris |
As chief operating officer of the National Healthcare Practice, Greg Morris is responsible for Aon’s strategic delivery of products and services to the health care industry.
Prior to Aon, Morris served as executive vice president and chief operating officer of HealthMarket. Under his leadership, HealthMarket grew to become one of the largest consumer driven health plans in the country with over 2,600 employer clients and $130 million in revenues. As a founder of the company, Morris' responsibilities included underwriting, finance, sales, marketing and product development. He also served as President of HealthMarket’s insurance subsidiary American Travelers Assurance Company and is a frequent speaker on consumerism in health care. Prior to HealthMarket, Morris was a senior vice president for Aon’s national health care practice, responsible for the delivery of innovative and strategic solutions that promoted the financial goals of clients engaged in the managed care risk business. He co-chaired Aon’s managed care task force and led Aon’s strategy in the managed care risk arena. Additionally, Morris developed and maintained Aon’s senior-level relationships with reinsurers and led the reinsurance implementation teams for some of Aon’s largest Accident & Health placements. Prior to joining Aon, Morris served as the health care practice leader for the Pittsburgh office of Johnson & Higgins. Morris holds a bachelor’s degree in economics from Harvard University . |

Mitzi Winters |
Mitzi Winters is the executive vice president for MedAssist Incorporated, headquartered in Louisville , Kentucky . Her current responsibilities include advising clients on revenue-cycle solutions for their stated needs, client satisfaction, new product development, consulting, and operational oversight. Winters has over 20 years of health care-related experience and has held positions as vice president of patient business services as well as director of patient business services, director of admitting and director of information systems. She also has served as president of the Alabama Association of Hospital Access Managers and president of the SMS National User’s Group.
Winters has served the Alabama Chapter of HFMA in many different capacities including secretary, treasurer and vice president and president. She is currently on the Board of Directors as well as information technology chair for the Alabama Chapter. She was a member of the National HFMA patient financial services advisory council from 2001-2004. She has been the recipient of the Follmer Bronze,the Reeves Silver Merit Award and the Muncie Gold Award. She is a certified healthcare access manager as well as a Fellow in HFMA. Winters graduated magna cum laude from Troy State University with a bachelor of science degree in computer science. |
